My wife is a great example of what OP is talking about. She hems and haws about even the simplest decisions. She's so afraid of making the wrong decision that she will literally be indecisive forever. This is made worse by once she does make a decision, she randomly flip-flops because she second guesses herself or feels guilty about it, making the situation entirely worse. Whereas, if she made a decision and locked it in, even if she had to address something else about it later, she'd be better off.
